Portugal Clears Environmental Hurdle for Savannah Resources’ Barroso Lithium Project

Savannah Resources has secured a positive conditional environmental decision for the planned €54.4 million Boticas bypass, advancing infrastructure preparations for its Barroso lithium project in northern Portugal.

The proposed 16.5-kilometre road will connect the mine with Portugal’s national highway network, facilitating spodumene concentrate transport to export infrastructure while reducing heavy-truck traffic through Boticas.

The decision reduces uncertainty surrounding a key infrastructure requirement, although Savannah must still complete detailed design, environmental compliance work and the remaining RECAPE licensing process before road construction can begin. The company has indicated that mine operations could start before the bypass is completed.

Barroso Advances Towards Construction

Barroso is designed to produce approximately 183,000 tonnes of spodumene concentrate annually, potentially making it one of Europe’s larger hard-rock lithium operations.

Portugal has approved government support of up to €110 million, while Savannah has advanced front-end engineering and procurement for long-lead equipment. The road decision strengthens the project’s logistics planning and could improve visibility for potential lenders, as reliable transport infrastructure is essential to commercial production and concentrate exports.

Financing Remains the Main Challenge

Despite permitting and engineering progress, Savannah must still secure the full construction-financing package, obtain outstanding permits and reach a final investment decision.

Long-term customer and offtake agreements will also be important, given lithium price volatility and its impact on project economics. The latest decision does not eliminate environmental, permitting or community-related risks. The next challenge is to convert infrastructure progress and government support into committed construction capital. If successful, Barroso could become an important contributor to Europe’s domestic lithium supply chain and efforts to reduce dependence on imported battery raw materials.
